As of today, March 24, Vermont bars can re-open!

They can do so subject to current guidelines that already apply to restaurants: they can only operate at 50% of capacity, must space 6 feet between parties, with a maximum of 75 people indoors and 150 people outdoors, masking, plexiglass screening at the bar, etc.  Previously, restaurants could be open but bars could not because bars do not serve food.  Here’s the full guidance from the State of Vermont’s COVID-19 website.
