New Cingular Wireless PCS, LLC d/b/a AT&T (“AT&T”) is seeking approval from the Vermont Public Utility Commission to replace existing utility poles and install a new small cell wireless telecommunications facility at three locations, including one facility on Barnumville Road and two facilities on Main Street, within the Town of Manchester, Vermont.
