South Hero, VT Balloon Test

Updated: VELCO balloon test completed February 27, 2019

Vermont Transco LLC, acting by and through its manager, Vermont Electric Power Company, Inc. (“VELCO”) proposes to install a 110’ monopole telecommunications tower at Eagle Camp Road, South Hero, Vermont on the same property as an existing VELCO / Vermont Electric Cooperative, Inc. (“VEC”) substation, and to relocate existing wireless communications equipment from the substation to the new tower, as stated in the Advance Notice dated February 13, 2019.

The Project will be part of VELCO’s statewide radio project, a private mobile communications network intended to improve worker safety and power outage recovery time by providing a means of communications among VELCO, utilities and third party contractors.

A balloon test was conducted on February 27, 2019. The balloon was flown at a height of 110’ in order to produce photo simulations documenting the project’s visibility and a viewshed analysis. The balloon was flown from roughly 9am until 1pm. Weather conditions on the day of the float were good, with low winds and no precipitation.

At the present time, a balloon test is planned for February 27, 2019, with a backup date of Friday, March 1, 2019. A balloon will be flown at a height of 110’ in order to produce photo simulations documenting the project’s visibility. The balloon will be flown from roughly 9am until noon, which time period may be shortened or lengthened depending on weather conditions.

These photographic simulations will be available for viewing, together with a viewshed analysis, during the 60-day advance notice period, and prior to submission of the certificate of public good petition.
