AT&T 248a Advance Notice: Chelsea

New Cingular Wireless PCS, LLC d/b/a AT&T (“AT&T”) proposes to replace an existing tower with a new tower and wireless communications facility (the “Facility” or “Project”) at the Orange County Sheriff’s Department headquarters, 11 VT Route 113, Chelsea, Vermont (the “Property” or “Site”). Downs Rachlin Martin PLLC (“DRM”) represents AT&T in connection with the Project. Pursuant to 30 V.S.A. § 248a, this letter is intended to provide 60 days advance notice that AT&T intends to submit to the Vermont Public Utility Commission (“Commission”) a petition for approval to construct the Facility at the Site.

To assess the visual effects of the Project, AT&T has CONFIRMED the balloon test for Tuesday for THURSDAY, February 11, 2021 from 8:00am–1:00pm. The balloon will be flown at a height of 110’ feet and will be photographed from public areas where the Project is predicted to be visible Town. The photographs will then be used to generate photographic simulations of the Facility from various vantage points within one mile of the Site. 

Due to variable wind conditions and the proximity of the proposed tower location to the existing tower structure, the technicians may need to temporarily or permanently lower the balloon to avoid damage.  The technicians will endeavor to leave the balloon up for the full period of time set forth above.
