Attorney Heather Southwell has joined the northern New England law firm Downs Rachlin Martin PLLC.

Heather is an experienced attorney formerly employed by the U.S. Department of Treasury, in the IRS Office of Chief Counsel where she represented management in more than 200 labor and employment matters. Heather helped draft the Diversity, Equity and Inclusion Strategic Plan for the IRS Office of Chief Counsel and was the recipient of the Chief Counsel National award for Outstanding Contribution to DEI.

Prior to her position as Senior Counsel, Heather was Managing Counsel and supervised a staff of attorneys responsible for handling federal labor and employment litigation matters.  She has litigated before the EEOC, Merit Systems Protection Board, Arbitrators, and Administrative Law Judges and supported U.S. Attorneys in District Court litigation in connection with Title VII matters. She is a graduate of the IRS Office of Chief Counsel’s Executive Leadership Development Program.
