Practice Focus


Kim Hayden handles transactions, regulatory proceedings and commercial litigation and appellate practice involving power purchase contracts, electric facilities siting and construction, rate-setting, acquisition and financing, and environmental and land-use compliance.

Significant Matters


Kim works extensively on behalf of the Vermont Electric Power Company, Inc. (VELCO), a utility that owns and operates Vermont's high-voltage electric transmission network. She has represented VELCO in connection with the licensing of bulk transmission and sub-transmission upgrades and in international commercial arbitration proceedings involving performance claims under a thirty-year, multi-billion dollar power purchase contract.

After successfully overseeing legal aspects of the Northwest Vermont Reliability Project, she argued before the Vermont Supreme Court against an appeal of the project's approval by the Public Service Board. The Supreme Court upheld the decision to approve the project. Kim is currently representing VELCO in connection with several additional large transmission upgrades in Vermont, including the Southern Loop Project, a proposed 51-mile transmission line project in southern and central Vermont.

Professional Activities


Kim previously worked at DRM as an associate in the late 1980s. She has served as special counsel to Central Vermont Public Service Corporation, and she has been a partner in the Vermont law firm of Primmer Piper Eggleston & Cramer, PC.

Kim is listed among the Best Lawyers in America.

Community Involvement


Kim is a former member of the board of directors of the Rutland County Women's Network and Shelter, and she continues to be actively involved with the shelter. She enjoys regular involvement with her children's scholastic and sports activities.
