Practice Focus
Kathy Davis has been at the forefront of the captive industry, having joined DRM in 1982 shortly after the Vermont Legislature provided the framework for captive formation. A leader in the industry, she has advised captive insurance companies on formation and operational issues for 25 years. Vermont is the largest U.S. captive domicile, second in the world in terms of assets and the third largest in number of licenses.
Kathy heads DRM’s insurance practice, which represents traditional insurers as well as more than 100 organized and operating Vermont single-parent and group captive insurance companies. Kathy's insurance practice involves all matters raised by the organization, licensing, and initial capitalization of captives and other alternative risk transfer mechanisms, as well as governance issues that arise after commencement of operations.
Kathy also provides counsel in relation to on-going regulatory compliance under the federal Liability Risk Retention Act of 1986, the various states' insurance laws, and the wide variety of tax and contract issues that arise in connection with the provision and purchase of insurance and reinsurance. In this capacity, Kathy serves as general counsel to a large number of group captive insurers and maintains a general administrative and corporate practice.
She has served as the firm’s deputy managing partner.
Professional Activities
Kathy currently serves as a member of the board of directors of the National Risk Retention Association. She is a past member of the board of directors of the Vermont Captive Insurance Association (VCIA). She received, with others, VCIA’s 2007 Industry Service Award for “her career-long commitment to the growth and vitality of the captive insurance industry within the state of Vermont.”
Kathy is listed in Chambers USA 2008: Guide to America's Leading Lawyers for Business in the first tier of leading lawyers in Vermont’s Corporate/Commercial: Captive Insurance category.
Community Involvement
Kathy is a past member of the board of directors of the Vermont YWCA.
