Practice Focus


David Angus utilizes his masters of laws in taxation through his representation of captive insurance companies and risk retention groups. He provides advice from formation to dissolution and the many issues that arise in between. David is very familiar with loss portfolio transfers and the issues surrounding them. He also advises clients regarding structuring and negotiating their reinsurance agreements. Additionally, David works closely with other practice groups to provide tax advice and planning on an array of issues.


Significant Matters


Beyond the routine matters facing captive insurance companies and risk retention groups, David has assisted our clients with complex multi-jurisdictional transactions. For example, he helped an association captive insurance company convert from a for-profit stock corporation into a reciprocal insurer, thereby giving the company more flexibility in its operations and permitting it to operate in a more tax efficient manner. David has also assisted several hospital risk retention groups restructure their operations. This has included advising these risk retention groups on how to properly handle acquisitions and divestitures within the insured hospital networks, as well as working with them to re-domesticate their off-shore operations. 

Professional Activities


Prior to joining DRM, David was associated with firms in Boston, Mass., and So. Burlington, Vt., where his work included medical malpractice defense litigation, real estate law, business law and estate planning.

Community Involvement


David is active with the Vermont Captive Insurance Association. Currently, David serves on the VCIA’s legislative committee. This committee assesses federal and state regulation and issues impacting the VCIA’s membership, and develops policy recommendations to present to the VCIA Board of Directors.

In 2006, he served on the VCIA’s annual conference planning committee. The VCIA annual conference is a high-profile industry meeting drawing captive insurance owners and service providers throughout the country for educational seminars and networking opportunities.
